Have we verified that Firefox isn't actually still running, but stuck? When
this happens, what does `ps -e | grep -i firefox` say?
If there's nothing there, then please run `systemctl restart --user
plasma-xdg-desktop-portal-kde.service` and then see if the phantom inhibition
gets removed.
