This is the normal way of handling initial window positions for most apps. Unfortunately, I can't reproduce the window not appearing on the screen where the mouse is when using the "Centered" (default) and "Under mouse" (my usual setting) window placement behaviors (in System Settings, see Window Management->Window Behavior->Advanced).
