I'm seeing some regressions with kscreen in 6.4.0, too.
I notices, that Kscreen2 service isn't auto-loaded. Have you checked this,
"kcmshell6 kcm_kded"?
As a possible side effect, previously stored screen settings, such as
brightness, are not restored at desktop start-up.
