STEPS TO REPRODUCE  
1. Boot to the KDE Plasma login screen (SDDM).  
2. Attempt to enable the screen reader by pressing Alt + Super + S.

OBSERVED RESULT  
Nothing happens. Orca does not start, and no screen reader feedback is
provided.

EXPECTED RESULT  
Orca should start, and screen reader output should begin, allowing blind users
to log in independently.

ADDITIONAL INFORMATION  
- There is no fallback mechanism for blind users to independently enable Orca
at login.  
- This presents a major accessibility blocker for users who cannot see the
screen and need to log in without sighted assistance.  
- There is currently no obvious or documented method to start Orca at the login
screen in Plasma.
