Reopening, since this covers the case where it doesn't work with touch taps
specifically, while https://bugs.kde.org/show_bug.cgi?id=466948 doesn't seem to
be about that. As per https://bugs.kde.org/show_bug.cgi?id=467209#c14 it seems
to be useful to track "touch tap doesn't open keyboard" separately. This
especially is a problem on the lock screen, where I have been forced to hard
reset the device since this bug can make entering any password impossible if no
hardware keyboard is connected.
My apologies if this useful isn't to reopen.
