Then I installed KMail, KHelpcenter was not a dependency and not installed. The Help actions in KMail opened docs.kde.org. Next I installed KHelpcenter, now the Help actions in KMail opened KHelpcenter as expected. Due to https://bugs.kde.org/show_bug.cgi?id=374756 the correct docbooks was not displayed, but in fact Ubuntu got it right.
