SUMMARY
I have my system set to turn the screen off after no activity, but not to lock
or sleep. When I come back, usually there is black flashing over most of the
desktop (not around the floating panel or where a notification box would be,
but everywhere else is black). Clicking or dragging a selection box of any size
immediately stops this.

STEPS TO REPRODUCE
1. In Power Management Settings, under Suspend Session, set "When inactive:" to
"Do nothing."
2. Same settings tab under Display and brightness, set "Dim automatically:" to
5 minutes, and "Turn off screen:" to 10 minutes.
3. Wait for screen to turn off.
4. Move mouse to awaken session, but do not click.

OBSERVED RESULT

EXPECTED RESULT
Screen does not flash erratically.
