Summary says it all.
I can move any window by pressing Alt+Left mouse button on any point of the
window and then drag it around. Similarly, Alt+Right mouse button+Move cursor
resizes the window.
However, neither of those works with the KWin debug console window.
(didn't found the component for the debug console itself, so placing it to
"wayland-generic")
