The feature request is motivated by the class of bugs present and in the future
on hardware level of thunderbolt syb-system/hubs or external monitors or lower
layer of software stack (kernel) beyond the scope of KDE project.
One example of such bugs is reported here

Please reach out the relevant members of kernel development team for
information how to safely restart thunderbolt-subsystem. One script is also
attached in  https://bugs.kde.org/show_bug.cgi?id=510988 , but follow the
kernel team advise preferably.

My idea is to have the launcher 
in  system settings/ Thunderbolt / 'Restart' button and in either those two
options:
on system-tray / Status and Notifcation / Thunderbolt  restart (new entry) or 
or  system-tray / Status and Notifcation / Display Configuration / Thunerbolt
restart
