Last thing i remember doing is re-installing garuda-dr460nized, plasma5-themes-full-git, kvantum-git. And finally Application Menu → System Settings → Appearance & Style → Colors & Schemes → Global Theme → dr460nized. Also for some reason Enable Panel Colorizer was enabled on Panel Colorizer Settings and i thought my kde-plasma is broken. Too flashy pink borders started appearing on the top panel.
