I am keep having the same issue - I'm also starting to believe this is
distro-specific because after a couple of reinstalls of plasma-workplace and a
restart of plasma-workspace.service things start working again until the next
update. The only common in everything is the same error "The
PlasmaWindowManagement protocol hasn't activated in time. The client possibly
got denied by kwin? Check kwin output."

It is possible that one of the triggers during update causes this, I am not
convinced it's the caches. I think it's probably more related to the user
manager but I still can't pinpoint the exact issue.
