SUMMARY
Can reproduce on both Arch Linux and neon unstable.
STEPS TO REPRODUCE
1. open System Settings
2. click on the down arrow that opens a drop down menu used to choose a light
or dark global theme
3.
OBSERVED RESULT
the drop down menu has a scroll bar even when there is nothing to scroll.

EXPECTED RESULT
no scroll bar when there is nothing to scroll
