I found the option. It's now hidden behind the "Key Bindings" button. I took
the following steps to attempt to reproduce the issue:

1. Check the mark for "Configure keyboard options"
2. Expand the dropdown "Use keyboard LED to show alternative layout"
3. Check the mark "Caps Lock"
4. Apply
5. Go back to the previous window
6. Add a new keyboard layout
7. Apply
8. Switch between layouts ("the led is on when the alternative layout is
selected")
9. Go back to "Key Bindings "
10. Disable the check mark "Configure keyboard options". No visual glitches are
observed
11. Attempt to switch the keyboard layout. The led light doesn't change.

Did I misread something? Am I missing some step? Is this still an issue in KDE
6.5.4?
