action buttons disappear when spectacle closes
SUMMARY
If you have an app like Spectacle send a notification with actions, the action
buttons will only appear on the notification in notification history for as
long as the app is open.
STEPS TO REPRODUCE
1. Press Meta+PrintScreen to save a screenshot
2. Before 10 seconds have passed, look at notification history and see the
action buttons there.
3. Wait 10 seconds.

Action buttons disappear
