To detect the Wi-Fi being OFF, this command can be used:
adb shell dumpsys wifi | grep "Wi-Fi is"
Which will output, when WI-FI is turned ON this:
Wi-Fi is enabled
And will output, when WI-FI is turned OFF this:
Wi-Fi is disabled

Doesn't work for me as it just gives this output:
Verbose logging is on

Or easier, this command:
adb shell settings get global wifi_on
Which gives for Wi-Fi being ON this output:
1
And for Wi-Fi being OFF this output:
0

I'm yet to figure out how to check if the phone is connected to any network.
As in my case, even though the Auto-reconnect option is enabled, it refuses to
connect to the home network automatically after enabling the Wi-Fi.
