I'm on nvidia 580.105.08 I created a new user account to make sure I could replicate it and I could, but it was not so easy as with my real account. I got to wondering why that might be, and found the 'trick' to making it easier to reproduce is to set animations to instant. The longer the animation time, the harder it is for me. On instant I can do it about 80-90% of the time I try. With the slider in the middle, it's maybe 1 time in 5 if I'm lucky. I also find it hard to move and stop the mouse fast enough, without just 'riding' the bottom pixel of the screen. It's really sensitive to moving fast enough and especially stopping sharply. Even the tiniest wiggle after you stop, will cause it to 'snap' into the correct place. I'm normally on instant animations and make fast jerky mouse input by nature so I guess I just got lucky on this one :D I'll try and grab video of it now I have a workaround for spectacle's vaapi thing, but I'm sure that the movement isn't going to be captured well at 60fps.
