how bluetooth system settings looks when bluetooth tray icon isn't shown on
login

Still happening on 6.5.5 for me when rebooting and bluetooth on login i set to
'enable bluetooth' or 'restore previous status' after bluetooth its disabled
before rebooting.

I just noticed that if i go into bluetooth settings and the tray icon isn't
there on login, the window shows 'no devices paired' rather than the usual
'bluetooth is disabled' message.
