Thanks for the update, and for your troubleshooting. That's very helpful.

Since the problem appears to be that the Packagekit service has stopped
running, for some reason, that is what needs to be solved, since Discover needs
that service running to know if there are system updates. This is managed by
Fedora, so you'll need to open a bug report with them
