That's very helpful. Since the problem appears to be that the Packagekit service has stopped running, for some reason, that is what needs to be solved, since Discover needs that service running to know if there are system updates. This is managed by Fedora, so you'll need to open a bug report with them https://docs.fedoraproject.org/en-US/quick-docs/bugzilla-file-a-bug/ If they indicate there's a problem on the KDE side, we can reopen this report.
