Same happens for me (for me it is external). I think the monitor with the lower
scaling is affected here. My laptop internal display is at 125% and external is
at 100%. The quick fix for this is to scale the external monitor to any number
and then back to your desired scale. Or I have to log out and log back in
again.

If the laptop is connected to the monitor before powering it on then there are
no issues. The issue only occurs when I connect the external monitor while it
is turned on.
