SUMMARY
The RPM package in Fedora is missing `kf6-kitemmodels`. Without it, plugin
settings button has no effect.
STEPS TO REPRODUCE
1. Install `kde-connect` on a custom fedora installation
2. Go to a paired device
3. Click "plugin settings" - nothing happens
4. Install `kf6-kitemmodels`
5. Go back and click "plugin settings" - it now works.
OBSERVED RESULT
Plugin settings button doesn't work (possible other implications?)
EXPECTED RESULT
Plugin settings button should bring up plugin settings

FWIW, I figured this out from this comment on Reddit:
