When `geoclue.service` is disabled (systemd service), making GeoClue
unavailable, the following background services in the "Background Services" app
are not greyed out, indicating they can still be used, when they cannot (the
service is unavailable):

- Global Theme Auto-Switcher
- Location-based System Time Zone

Such services should be greyed out when `geoclue.service` is disabled.

I do not know how that would be handled in non-systemd systems.
