Lacking window shading is not INTENTIONAL, it is a CONSEQUENCE of using KDE on
wayland rather than Xorg, it is a missing feature that hasn't been implemented.
If this is a problem with Wayland or KDE is a question for the experts. But the
question really is if this feature can or cannot be implemented in KDE?
Directly or indirectly? Through Kwin or Wayland?

According to this list of KDE goals, feature parity is a goal for KDE on
Wayland. Window shading is a feature, and it is missing.

Since feature parity is a goal, implementing window shading in KDE on Wayland
should be a high priority.
