SUMMARY
If I open a bunch of Progressive Web Apps in Google Chrome and assign them to
appear under different activities, then if I restart Chrome and restore my old
session, or reboot my PC, then they all appear under the same activity, rather
than each under the activity I'd previously had it assigned to.


STEPS TO REPRODUCE
1. Open a bunch of Progressive Web Apps in Google Chrome ("install this page as
an app").
2. Assign them to appear in different activities.
3. Close and reopen Chrome, or reboot, with the option to restore existing tabs
enabled.

OBSERVED RESULT
The PWA windows all appear under whatever activity happens to be open at the
moment.

EXPECTED RESULT
The PWA windows each appear under its own previously assigned activity.
