STEPS TO REPRODUCE
1. Use a auto-hide panel.
2. Don't show the panel for a long time.
3. Open other apps, then show the panel.
OBSERVED RESULT
The panel appears for a frame like it was last seen.
EXPECTED RESULT
The panel shouldn't show its last seen organization of apps.
