The audio file that dolphin can't play correctly

SUMMARY
Attempting to play the attached file through dolphin's audio preview panel
causes extremely loud static to play. Audacity and ffmpeg have no issues
loading the file.

STEPS TO REPRODUCE
1. Download and navigate to the attached file in dolphin.
2. If you are wearing headphones, take them off.
3. Make sure your volume is anything but muted.
4. Click on the file.
5. Press play in the details section.
6. Hear the extremely loud audio emanating from your speakers/headphones.
7. Press pause hopefully before you damage your headphones/speakers.
8. Open the file in audacity.
9. Observe audacity playing the file correctly.
10. Convert it to a wav file with ffmpeg.
11. Observe the converted wav file play correctly in dolphin.

OBSERVED RESULT
Attempting to play this file in dolphin causes corrupt audio to play, making
the speaker/headphones output static at maximum volume as long as it isn't
muted.

EXPECTED RESULT
It should be able to play the file without issue just like other programs, or
at the very least there should be some sort of failsafe to prevent audio from
playing if it's impossibly loud.
