SUMMARY
Allow per-application exceptions for global shortcuts

STEPS TO REPRODUCE
1. Set a global shortcut in KWin (e.g., Ctrl+W for "Close Window")
2. Open an application that uses the same shortcut (e.g., a web browser where
Ctrl+W closes a tab)
3. Press Ctrl+W while the application is focused

OBSERVED RESULT
KWin always intercepts the shortcut and closes the entire window. There is no
way to exclude specific applications from a global shortcut.

EXPECTED RESULT
An option to define per-application exceptions for global shortcuts, so that
excluded applications receive the key event directly instead of KWin
intercepting it. For example, allowing Ctrl+W to close a tab in a browser while
still closing the window in all other applications.

ADDITIONAL INFORMATION
This could integrate with the existing KWin Window Rules system, allowing users
to specify shortcut exceptions as part of per-application window rules.
