One day I found out that I have xdg-desktop-portal-gtk installed on my system.
Apparently gtk4 styling does not work without this portal. Looks like gtk4
gsettings backend was dropped in this PR

Looks like gtk was pulling settings through the gsettings, but now it pulls
them from the portal. If gtk portal is installed, it'll pull settings from the
gsettings.
I think kde-gtk-config can provide settings through the portal instead of the
gsettings so gtk portal implementation can be dropped.
STEPS TO REPRODUCE
1. Use KDE and have xdg-desktop-portal-kde and kde-gtk-config installed.
2. Remove xdg-desktop-portal-gtk
3. Relogin and notice that gtk4 applications no longer use settings configured
by kde-gtk-config such as button-layout.
