The page shows no content

SUMMARY
The touchscreen page on a non-touch device is visible but shows a blank page
instead of not appearing at all (as is the new default on Plasma 6.6)

STEPS TO REPRODUCE
1. Open System Settings on a non-touch device.
2. Observe that the toucscreen option is visible and select it

OBSERVED RESULT
A blank page opens without any content

EXPECTED RESULT
1. A non-touch device shouldn't show the touchscreen option in the system
settings
2. Even if it does, it should inform the user that this option is not available
for this device, rather than nothing at all.
