The pixelation issue happens on a fresh account, without changing any setting (not even the display configuration). The 'wrong position' bug happens after rotating the monitor and dragging its position to the middle, or making the bottom of the second monitor match the bottom of the main monitor. If the top of the second monitor matches the top of the main monitor, the bug does not happen. I've also confirmed this on my main user. After this bug has been triggered, I'm unable to copy/paste screenshots made with Spectacle.
