So I did some testing to find out what is really causing it. I noticed it does
not happen with the subtitles disabled. I noticed the framerate of the video
does not matter, only the subtitle timestamps. After trying and testing a
million different things I remembered I installed mpvacious years ago. And as
soon as I got rid of that, the issue disappeared. I didn't realize I had
anything extra running on top of mpv, because mpvacious is installed in
/etc/mpv and I only checked I don't have anything extra in ~/.config/mpv.
Updating it to the latest version also fixed the issue. So yeah probably a bug
caused by running software that's years out of date, and nothing to do with
Plasma. Sorry for the waste of time.
