To summarize the feature's aspects: 1- The rubberband selection should cause the part of the windows that are over the rubberband selection to become see-through; allowing users to select items with precision without having to ever minimize windows. 2- If an item is selected underneath a window, the rubberband selection will remain active until you drag any of the selected items or deselect them by simply clicking anywhere else, including the empty spaces of the rubberband selection (Otherwise the feature would depend on items not underneath windows; ruining the point.). 3- Holding CTRL while clicking on items must allow users to select/deselect them. Use-case: Drag and drop Desktop items into anything that supports this function (A lot of websites, Content editors, etc.).
