PROBLEM:

Global shortcuts aren't always supposed to be "one and done". Most shortcuts
are only valid as long as the app they belong to are running, so they need to
"overlay" already existing global shortcuts.

Tho technically it's an RFE, but it's kinda a regression compared to X11 (I say
"kinda" because X11 has a different problem of random apps overriding global
shortcuts — it's an orthogonal one though).

Example:

1. I launch "OBS" to record my screen, and I want F1 key to start/stop
recording.
2. I go to `systemsettings ⇒ Keyboard ⇒ Shortcuts`, and change the "OBS studio"
shortcut to F1¹

Result: it tells me there's an existing F1 shortcut for help center and suggest
I can either reassign it or leave it as is.

SOLUTION:

When a user gets shown a warning "Shortcut is already assigned to <FOO>", they
should be presented with a new option of "Overlay the shortcut" (naming may be
different). "Overlaying" means it is allowed for the same shortcut to be
assigned to multiple apps, and pressing the shortcut would go to… in the
simplest case to the most recently assigned&running app. For convenience there
should probably be a menu to change the priority.
