There are more concrete steps to reproduce from the duplicate:

For user1 bluetooth is activated and  the pc is connected to the smartphone via
bluetooth.
from user1 session, I display the login template
I open the user2 session
bluetooth for user2 is not activated.
I close the user2 session
the lock screen of the user1 is displayed
I unlock the lock screen
for user1 bluetooth is not activated.

On git-master, I can reproduce:
- After pairing bluetooth devices for user1, the same devices are shown for
user2
- Enabling / disabling bluetooth for one user does the same for the other.
Details:

Have two users on the system. The regular admin user (user1), and a second
non-admin user (user2).
Bluetooth settings on user1 set to "Restore previous state"

1. Log in as user1, enable bluetooth, ensure a device is connected
2. Use "Switch User" and log into user2
Observe: Bluetooth is enabled, devices are incorrectly shown from user1
The bluetooth device is reconnected and shouldn't be
3. Disable Bluetooth
4. Log out and log into user1
Observe: Bluetooth is disabled.
This is a bug. The expectation is that it should be enabled since that's the
state the user left it in.
