Tried waiting 4 days and this time it worked: a backup started running
immediately after the backup disk became active.

So I guess the problem is that this is happening at a time greater than the
time specified in the backup plan.

Maybe it rounds up to whole days, so "over 25 hours" becomes "over 2 days"?
