Additional finding: Panel screen numbering is inverted relative to desktop
containments.

With [ScreenConnectors] mapping 0=eDP-1, 1=DP-3 and KWin reporting Screen 0 =
eDP-1, Screen 1 = DP-3:

    Desktop containment with lastScreen=1 correctly appears on DP-3 (external)
    Panel with lastScreen=1 incorrectly appears on eDP-1 (laptop)
    Panel with lastScreen=0 correctly appears on DP-3 (external)

Panels resolve their lastScreen value inversely compared to desktop
containments. This means the GUI "set primary" toggle can never place both the
panel and desktop icons on the same screen consistently — it always puts them
on opposite screens.
