Yeah, this is really confusing, but basically, there's separate forms that are meant to be used in ruby-annotations, but are themselves not ruby annotations, but are called ruby in opentype. This is not an SVG thing, this is Adobe, some 20-years-ago, naming the special-characters-meant-to-be-used-in-ruby-annotations "ruby".
