I just tested this with auto-hide and dodge window on a brand new user account and the issue persists. I was only able to get signal to test with for this situation. I still get a notification popup from receiving the message but no orange glow or appearing task manager. In the meantime, I've also tested Element which I recall also creating the orange glow attention grab upon receiving a message.
