SUMMARY


STEPS TO REPRODUCE
1. Have multi-monitor config
2. Set an application taskbar panel to top position on both monitors
3. Launch steam

OBSERVED RESULT

The steam launch splash window is shown in an offset position depending on the
position of the secondary display, and the main application window that opens
after is also offset/oddly positioned.  Additional windows opened by steam are
also affected.  
EXPECTED RESULT

steam opens and display normally and centered on the primary display

Windows: 
macOS: 
(available in the Info Center app, or by running `kinfo` in a terminal window)
Linux/KDE Plasma: Arch Linux 6.19.8-arch1-1
KDE Plasma Version: 6.6.3
KDE Frameworks Version: 6.24.0
Qt Version: 6.10.2

ADDITIONAL INFORMATION

This does not happen when the panel is placed at the bottom of the screen.
