STEPS TO REPRODUCE
Attach "See also" and "Depends on/Blocks" while creating a bug.
OBSERVED RESULT
It's not possible, you'll have to cause emails to be sent twice, tree times if
the attachment was too large ( Bug 508268 )
EXPECTED RESULT
Being able to do all of it at once.
