If it's identified as a TIFF file, it won't be a JPG, or it will be a corrupted
file. digiKam would load the file, even if the extension is incorrect, using
magic byte detection in the second loading process.

An antivirus program could also be causing the problem.

Please provide a sample file where the problem occurs. We also need a DebugView
log of the file loading process, as described here for Windows:
