Thank you for the bug report, and the screen recording. That's helpful.
>From the video:
- Clicking on any icon in the bottom panel lights up the icon but nothing
happens, for instance, the Application Menu does not appear
- The system tray, which is on a second vertical panel, responds to clicks and
behaves normally
- Panel icons do pop up the context menu with right-click. After this, they
respond normally to left-click.

It looks like you're using a custom theme. Does this also happen when you're
using the default Breeze theme?

Also, I see in the recording that in the system tray, there's a crash
notification (it's the square with a sad face under the clipboard icon)
If you click on that, what does it say crashed? That may be why the panel is
not responding.
