I just reproduced the issue in a Plasma sticky note, which uses completely
different text components.

On a hunch, I disabled Plasma Keyboard (System Settings > Keyboard > Virtual
Keyboard) and the issue instantly went away. Re-enabling it makes the issue
come back.

Moving the plasma-keyboard.

Basically, mouse-selecting a line of text from the left side will remove  > or
- or any number it begins with.
