STEPS TO REPRODUCE
1. Have a very long text.
2. Constantly paste something and go down one line, then repeat over and over.
OBSERVED RESULT
There will be a point where the Down Arrow scrolls down, the issue is that it
doesn't additionally do the desired behavior of sending the I-beam to the next
line.
EXPECTED RESULT
In these situations, the Down Arrow should both scroll down AND send the I-beam
down one line.
