Icon under the clock.
SUMMARY
You can place a desktop icon under a widget so it becomes inaccesible, unless
using rectangle selection.
STEPS TO REPRODUCE
1. Create a widget
2. Try to drag an icon under the widget
3. Try to interact with that icon places under the widget
OBSERVED RESULT
You can place the icon under the widget. You can't click the icon.
EXPECTED RESULT
Plasma shouldn't let you to place an icon in a way that overlaps with a widget,
if you drag an icon and release it over/under a widget, Plasma should place
that icon in the closest available location to the borders of that widget, and
not occupied by another one.
