DESCRIPTION
The text "when locked and unlocked"  in "System settings -> Power Management ->
Turn off screen" is too ambiguous.
Unless i read the source code, i couldn't under what is this option for.

Suggest:
1. Split with clear text label, like :  Turn off screen:  When locked
"Never/1/.../30/Custom"  When unlocked "Never/Same as when
locked/1/.../30/Custom"
2. Or just improve the word, Turn off screen: When locked
"Never/1/.../30/Custom"  "When unlocked: same as locked"


OBSERVED RESULT
Hard to understand the option

EXPECTED RESULT
understand this option easily

Additional Information
I'd suggest method 1 ,   maybe it could solve the problem like bug 486986/ bug
491732 and mine bug 519881  clearly.
