DESCRIPTION
In the lock screen,it is not possible to change screen brightness.Brightness
can not be changed even  brightness up/down keys or any widgets are used.

STEPS TO REPRODUCE
1. Enter lockscreen by logging out/restarting or powering up your computer or
in other way whatsoever.
2. Use Plasma Login Manager not SDDM. Be on a laptop with Hybrid Graphics.
3. Use fn+brightness up/down keys.
4.It can be observed that brightness can not be controlled before logging in.

Not being able to change brightness.

Being able to change brightness.
