KQuickImageEditor falls back to a different implementation of stack blur when
not built with OpenCV and that one seems to be bugged.
You should send a bug report to Debian about KQuickImageEditor not being built
with OpenCV (it has a much faster stack blur).
There is still a bug in the non-OpenCV stack blur implementation, so I'm moving
this report to KQuickImageEditor and setting it to confirmed.
