DESCRIPTION
not right behavior of focus, i use window activation policy "Click to focus
(mouse precedence)"

STEPS TO REPRODUCE
1. enable "Click to focus (mouse precedence)" as window activation policy
2. open 2 apps one on first display second on second
3. move mouse on second screen open app as clipboard manager on first (not sure
this is related, maybe if focus on second display it still not working as
expected)

OBSERVED RESULT
its work on primary display but when window on which mouse on second display
and focus leaves on primary display it choose some app from primary display to
focus, not by mouse 

EXPECTED RESULT
after closing of actively used window (for example clipboard) its needs to
return focus on window on which mouse now
