It would likely be best to report it to Ubuntu. Given that the issue is also happening in Fedora (the above video is on Fedora), it doesn't seem like it's specific to Ubuntu or Neon? I'm planning to test a different DE (and maybe an older version of Plasma if I can) to see if it's specific to KDE or not. It would also also be odd if it was a kernel issue given I've experienced this on quite a few different kernels (6.8, 6.14, 6.17, and now 6.19).
