I believe I am also experiencing this bug. Random actions seem to trigger this
behavior, even moving and maximizing a window on the second monitor or using
alt-tab, as you mentioned.
Interestingly, I encountered this issue on Plasma 6.5.6 as well. I've noticed
that this bug appears much more frequently on kernel 6.18.x. After switching
back to kernel 6.12 LTS, Plasma started behaving normally again. You might want
to try this as a workaround, but there is definitely something wrong that needs
to be addressed.
